I think I can generate a csv file from the AECC points, if that would help. Post file of just points if interested.
I believe the message has to do with hatching which uses an xref for part of the boundary. Edit hatches to remove associativity.

You have a lot of text styles, many of them just to set different heights.
I'd suggest you have just one style per style/font; set the height to 0, then set height as text is placed....
