You'll first have to go to units and change the Angle Type to Surveyor's Units. Then set your precision to N 0d00'00"E.

    from point: (select point)
    To point: @154.83<n23d15'33"e

This is an example of drawing a line 154.83 units long, at a bearing of NE 23 degrees
    , etc.

I don't believe it's necessary to change any settings to accomplish this, but do as Kyle notes if you want to display line properties in surveyor units.

What value is set to 1?

    A hidden snap?

    What are you talking about?

To reset the angle to so you can input degrees-minutes-seconds invoke the UNITS command.

When the Drawing Units window appears onscreen look to the right. See where it says Angle > Type? Use the drop-down box to pick Deg/Min/Sec then set the Precision to 0d00'00". You can also set the angle direction to Clockwise if you want.

Furthermore if you want to change the direction of 0'00'00" you can click on the Direction button at the bottom of the window and this will bring up the Direction Control screen.
