    I'm trying to make a PayPal account! but it doesn't work.
    This service unavailable in my country.

    Yes I see the problem.

    PayPal has to abide by US government rules, which currently forbid financial transactions going to Syria.
    Large US charitable organisations can send money and supplies to Syria, but private individuals can't.
    Im intelligent enough to know that I dont know everything; but I'll tell you all about it anyway.

    Well that certainly sucks. Do you know of any other PayPal similar entities that would allow the transference of funds from the U.S. to Syria?

    From what I was reading on this the answer is no. But see the Edit below.

    The problem is not so much with PayPal and similar, it is a government ban / sanctions.

    It is currently difficult (if not totally ileagal) for a U.S. citizen or organisation to send any financial transaction to Syria, unless it is a charitable organisation and even then they need special dispensation.
    You can technically get dispensation as an individual, reports from those who have tried are not encouraging.

    From a further quick search it seems that the UK, the EU, and all UN members have the same sanctions and restrictions.

    EDIT
    There are still services, Western Unions seems to be the favourite, advertising that they can make money transfers to Syria.

    I used Western Union once and I'll never use it again (between U.S. and Canada). It was a complete and utter hassle. Maybe it had something to do with the incompetent idiot behind the counter not to mention the nearest office at the time was an hour's drive away in a snowstorm.
