Looks like the only way to recover a deleted file is to give my PC to a repair service and 2 days and $200 later, they may be able to recover the dwg. I am going to have to recreate the drawing. Luckily I have PDFs of the elevations so I know what they looked like.

Did you do that search I recommended re: recover deleted file?

i did the search and found a great free thing - recuva. this recovers everything you have permanently deleted, and shows you what has already been overwritten. The only downside is it gave me a list of over 360,000 files to scroll through which would have taken hours, maybe days to get through.
ON A VERY POSITIVE NOTE: I finally found a solution to the corrupted autocad 2000 dwg file. I had someone open up the file in autocad 2015, they somehow got rid of all the xrefs which apparently was the problem, and copy/pasted the drawing contents into a new drawing. opens fine and is recovered.
